It looks like I was wrong. The Census Bureau clarified its new poverty stuff here. In short, the threshold is set anew, based in part on food, clothing, shelter, and utilities expenditures. Good. I'm still skeptical about this "near poverty" business, though. Perhaps some of you out there with more time on your hands can help me out.
