Dogs and Cats/Pachyderms and Asses

I'm wondering if the difference in culture between Republicans and Democrats, in which the the former are generally hierarchical and bureaucratic and the latter are generally more consensus-seeking, can explain President Obama's (failed) attempts at bipartisanship and the Congressional Republicans' responses.
